[br]b. 1 August 1843 Hagi, Choshu, Japand. 2 August 1910 London, England[br]Japanese "Father of Japanese Railways".[br]In the early 1860s, most travel in Japan was still by foot and the Japanese were forbidden by their government to travel abroad. Inoue was one of a small group of students who left Japan illegally in 1863 for London. There he studied English, mathematics and science, and afterwards mineralogy and railways. Inoue returned to Japan in 1868, when the new Meiji Government reopened the country to the outside world after some 200 years of isolation. Part of its policy, despite opposition, was to build railways; at Inoue's suggestion, the gauge of 3 ft 6 in. (1.07 m) was adopted. Initially capital, engineers, skilled labour and materials ranging from locomotives to pencils and stationery were all imported from Britain; Edmund Morel was the first Chief Engineer. In 1871 Inoue was appointed Director of the Government Railway Bureau and he became the driving force behind railway development in Japan for more than two decades. The first line, from Tokyo to Yokohama, was opened in 1872, to be followed by others, some of them at first isolated. The number of foreigners employed, most of them British, peaked at 120 in 1877 and then rapidly declined as the Japanese learned to take over their tasks. In 1878, at Inoue's instance, construction of a line entirely by Japanese commenced for the first time, with British engineers as consultants only. It was ten years before Japanese Railways' total route was 70 miles (113 km) long; over the next ten years, this increased to 1,000 miles (1,600 km) and the system continued to grow rapidly. During 1892–3, a locomotive was built in Japan for the first time, under the guidance of Locomotive Superintendent R.F.Trevithick, grandson of the pioneer Richard Trevithick: it was a compound 2–4–2 tank engine, with many parts imported from Britain. Locomotive building in Japan then blossomed so rapidly that imports were discontinued, with rare exceptions, from 1911. [br]b. 16 January 1825 Stavanger, Norwayd. 14 September 1897 Kristiania (now Oslo), Norway[br]Norwegian railway engineer, protagonist of narrow-gauge railways.[br]Pihl trained as an engineer at Göteborg, Sweden, and then moved to London, where he worked under Robert Stephenson during 1845 and 1846. In 1850 he returned to Norway and worked with the English contractors building the first railway in Norway, the Norwegian Trunk Railway from Kristiania to Eidsvold, for which the English standard gauge was used. Subsequently he worked in England for a year, but in 1856 joined the Norwegian government's Road Department, which was to have responsibility for railways. In 1865 a distinct Railway Department was set up, and Pihl became Director for State Railway Construction. Because of the difficulties of the terrain and limited traffic, Pihl recommended that in the case of two isolated lines to be built the outlay involved in ordinary railways would not be justified, and that they should be built to the narrow gauge of 3 ft 6 in. (1.07 m). His recommendation was accepted by the Government in 1857 and the two lines were built to this gauge and opened during 1861–4. Six of their seven locomotives, and all their rolling stock, were imported from Britain. The lines cost £3,000 and £5,000 per mile, respectively; a standard-gauge line built in the same period cost £6,400 per mile.Subsequently, many hundreds of miles of Norwegian railways were built to 3 ft 6 in. (1.07 m) gauge under Pihl's direction. They influenced construction of railways to this gauge in Australia, Southern Africa, New Zealand, Japan and elsewhere. However, in the late 1870s controversy arose in Norway over the economies that could in fact be gained from the 3 ft 6 in. (1,07 m) gauge. This controversy in the press, in discussion and in the Norwegian parliament became increasingly acrimonious during the next two decades; the standard-gauge party may be said to have won with the decision in 1898, the year after Pihl's death, to build the Bergen-Oslo line to standard gauge.[br]Principal Honours and DistinctionsKnight of the Order of St Olaf 1862; Commander of the Order of St Olaf 1877. [br]b. 1785 Dilham, Norfolk, Englandd. 13 October 1861 Clapham Common, Surrey, England[br]English civil engineer and contractor.[br]The son of a miller, he received a rudimentary education in the village school. At an early age he was helping his father in the mill, and in 1800 he was apprenticed to a cabinet maker. After four years he returned to work with his father, but, preferring to leave the parental home, he not long afterwards joined a firm of agricultural-machinery makers in Swanton in Norfolk. There he acquired a reputation for making accurate patterns for the iron caster and demonstrated a talent for mechanical invention, patenting a self-regulating windmill sail in 1807. He then set up on his own as a millwright, but he found he could better himself by joining the engineering works of Ransomes of Ipswich in 1812. He was soon appointed their Chief Engineer, and after nine years he became a partner in the firm until he moved to London in 1826. Around 1818 he invented the treadmill, with the aim of putting prisoners to useful work in grinding corn and other applications. It was rapidly adopted by the principal prisons, more as a means of punishment than an instrument of useful work.From 1814 Cubitt had been gaining experience in civil engineering, and upon his removal to London his career in this field began to take off. He was engaged on many canal-building projects, including the Oxford and Liverpool Junction canals. He accomplished some notable dock works, such as the Bute docks at Cardiff, the Middlesborough docks and the coal drops on the river Tees. He improved navigation on the river Severn and compiled valuable reports on a number of other leading rivers.The railway construction boom of the 1840s provided him with fresh opportunities. He engineered the South Eastern Railway (SER) with its daringly constructed line below the cliffs between Folkestone and Dover; the railway was completed in 1843, using massive charges of explosive to blast a way through the cliffs. Cubitt was Consulting Engineer to the Great Northern Railway and tried, with less than his usual success, to get the atmospheric system to work on the Croydon Railway.When the SER began a steamer service between Folkestone and Boulogne, Cubitt was engaged to improve the port facilities there and went on to act as Consulting Engineer to the Boulogne and Amiens Railway. Other commissions on the European continent included surveying the line between Paris and Lyons, advising the Hanoverian government on the harbour and docks at Hamburg and directing the water-supply works for Berlin.Cubitt was actively involved in the erection of the Crystal Palace for the Great Exhibition of 1851; in recognition of this work Queen Victoria knighted him at Windsor Castle on 23 December 1851.Cubitt's son Joseph (1811–72) was also a notable civil engineer, with many railway and harbour works to his credit.[br]Principal Honours and DistinctionsKnighted 1851. 14 Fox, Sir Charles
[br]b. 11 March 1810 Derby, Englandd. 14 June 1874 Blackheath, London, England[br]English railway engineer, builder of Crystal Palace, London.[br]Fox was a pupil of John Ericsson, helped to build the locomotive Novelty, and drove it at the Rainhill Trials in 1829. He became a driver on the Liverpool \& Manchester Railway and then a pupil of Robert Stephenson, who appointed him an assistant engineer for construction of the southern part of the London \& Birmingham Railway, opened in 1837. He was probably responsible for the design of the early bow-string girder bridge which carried the railway over the Regent's Canal. He also invented turnouts with switch blades, i.e. "points". With Robert Stephenson he designed the light iron train sheds at Euston Station, a type of roof that was subsequently much used elsewhere. He then became a partner in Fox, Henderson \& Co., railway contractors and manufacturers of railway equipment and bridges. The firm built the Crystal Palace in London for the Great Exhibition of 1851: Fox did much of the detail design work personally and was subsequently knighted. It also built many station roofs, including that at Paddington. From 1857 Fox was in practice in London as a consulting engineer in partnership with his sons, Charles Douglas Fox and Francis Fox. Sir Charles Fox became an advocate of light and narrow-gauge railways, although he was opposed to break-of-gauge unless it was unavoidable. [br]b. 27 May 1876 Swindon, Englandd. 27 September 1965 London, England[br]English Chief Mechanical Engineer of the London Midland \& Scottish Railway, the locomotive stock of which he modernized most effectively.[br]Stanier's career started when he was Office Boy at the Great Western Railway's Swindon works. He was taken on as a pupil in 1892 and steady promotion elevated him to Works Manager in 1920, under Chief Mechanical Engineer George Churchward. In 1923 he became Principal Assistant to Churchward's successor, C.B.Collett. In 1932, at the age of 56 and after some forty years' service with the Great Western Railway (GWR), W.A.Stanier was appointed Chief Mechanical Engineer of the London Midland \& Scottish Railway (LMS). This, the largest British railway, had been formed by the amalgamation in 1923 of several long-established railways, including the London \& North Western and the Midland, that had strong and disparate traditions in locomotive design. A coherent and comprehensive policy had still to emerge; Stanier did, however, inherit a policy of reducing the number of types of locomotives, in the interest of economy, by the withdrawal and replacement of small classes, which had originated with constituent companies.Initially as replacements, Stanier brought in to the LMS a series of highly successful standard locomotives; this practice may be considered a development of that of G.J.Churchward on the GWR. Notably, these new locomotives included: the class 5, mixed-traffic 4–6–0; the 8F heavy-freight 2–8–0; and the "Duchess" 4–6–2 for express passenger trains. Stanier also built, in 1935, a steam-turbine-driven 4–6–2, which became the only steam-turbine locomotive in Britain to have an extended career in regular service, although the economies it provided were insufficient for more of the type to be built. From 1932–3 onwards, and initially as part of a programme to economize on shunting costs by producing a single-manned locomotive, the LMS started to develop diesel shunting locomotives. Stanier delegated much of the responsibility for these to C.E.Fairburn. From 1939 diesel-electric shunting locomotives were being built in quantity for the LMS: this was the first instance of adoption of diesel power on a large scale by a British main-line railway. In a remarkably short time, Stanier transformed LMS locomotive stock, formerly the most backward of the principal British railways, to the point at which it was second to none.
